Duties of Chairman:

  • Preside over monthly Town of Baldwin meetings
  • Provide 1 of 3 signature on all checks issued by the Town of Baldwin
  • Review and issue driveway permits, collect permit fees, issue receipts, and turn fees over to Treasurer for  processing
  • Review and issue burning permits when weather conditions allow, provide instructions for reporting controlled burns, before starting and after burn is complete
  • Act as Representative to Fire Commissioner Board, attend meetings
  • Attend Wisconsin Towns Association (WTA) Quarterly meetings
  • Attend WTA full day workshops/training sessions
  • Assist with completing Road Reports
  • Assist with Road Project decisions, which then are presented to the Board for full Town Board approval
  • Provide guidance to Town Patrolman on jobs/duties that need completion
  • Drive town roads bi-weekly to check condition of roads that may need maintenance
  • Receive calls from St. Croix County Dispatch center, 24 hours day/7 days week, and resolve problems
  • Receive calls from Town Residents, answer their questions, attempt to resolve complaints

  • Prepare and maintain the budget for the Town of Baldwin.

  • Contract road work for upcoming year, apply for grants, work with St. Croix County to purchase supplies, culverts, etc.

  • Report to Department of Revenue payroll funds due for automated transfer of funds.

  • Issue driveway permits, secondary building permits (e.g. small sheds), liquor/bartender licenses and collect fees.

  • Prepare receipts for any permits issued and turn collected fees over to Treasurer for processing.

  • Keep a record of all debits/credits for the Town in a computer program.

  • Provide 1 of 3 signatures required on all checks.

  • Reconcile bank statement, and compare bank statement/debit/credit/total account balances with records prepared and kept by Town Treasurer in same program.

  • Receive all incoming bills for the Town, prepare checks, addressed envelopes and turn over to Treasurer for processing after board approval.

  • Prepare and meet posting requirements for all meeting notices, monthly meeting agendas. Record and prepare meeting minutes, post after approved.

  • Prepare/test election equipment, pickup/deliver to County, report election results.

  • Attend monthly Town Board meetings, Quarterly Wisconsin Towns Association (WTA) meetings (St. Croix County), WTA District full day training/update sessions spring/fall, any relevant County meetings, and annual County Clerk/Treasurer update/training meetings.

Treasurer duties include: 

  • Prepare and mail property tax bills for the Town of Baldwin mid-December, prepare tax roll list of all taxes for the Town, collect/process property tax payments in person and via mail in a computer program up to the first tax deadline of January 31st, prepare and mail receipts as requested for tax payments, and upload taxes processed to St. Croix County.

  • Collect funds for, issue and print dog licenses, keep printed records of all dog's licensed and current rabies certificates.

  • Prepare receipts and deposit all funds into the Town bank account, transfer funds from 2 accounts as needed, reconcile bank account monthly, keep a record of all debits and credits for the Town in a computer program.  Provide 1 of 3 signatures required on all checks issued by Town.

  • Compare bank statement/debit/credit/total account balances with records prepared and kept by Town Clerk in same program. 

  • Prepare for mailing monthly town bills after checks are prepared and issued by Town Clerk, mail and deliver local bill payments.

  • Respond to email requests for Special Assessment information for property transfers.

  • Prepare and send out monthly invoices for debts owed to the Town of Baldwin, deposit debts when paid.

  • Administer Town of Baldwin's website, set-up and maintain, prepare and upload new corresponsence, respond to questions, provide updates as needed.

  • Attend monthly Town Board meetings, Quarterly Wisconsin Towns Association (WTA) meetings, WTA full day training sessions spring/fall, and annual County update/training meetings.
